This is Zippy the Dog from the Series 1 Pez Petz release. Pez Petz are Amurol Confections products that feature characters that dispense bubble gum. They really don't work quite the way a pez dispenser does, but are Pez Licensed products. These were released in the late 1990's and were discontinued after several series. This dispenser comes loose and ready to display.
