This is Blubbers the Whale from the Series 2 Pez Petz release. Pez Petz are Amurol Confections products that feature characters that dispense bubble gum. They really don't work quite the way a pez dispenser does, but are Pez Licensed products. Comes mint on card, though the card shows a bit of wear.
