This Nermal pez is from the Garfield pez series. It comes on a red stem which is quite unusual but occurred sometimes from the Hungary factory. It is mint on a European Striped card and comes with a Trias Family Venesia sticker. Unfortunately at some point the cherry candy pack melted a bit and stained the back of the card. It seems solid now.
