Meowth is one of the original Pokemon Pez from Europe. We purchased a large group of 'mis-stemmed' Hungary Pokemon pez from Silvia B. in the early 2000s. According to Silvia, the Hungary factory was putting the left over Pokemon heads on random left over stems that would be sold to Russia and Eastern Bloc countries where the licensing agreements were not strictly enforced. This was a way to use up the left over stems and heads. She got these mis-stemmed pez directly from the factory. Some examples have been found of these stems and heads mint on cards intended for distribution in Russia. This one comes loose and ready to display!
